City “Encourages” & “Promotes” Green Food

I found a digital copy of the Green Food Resolution, which apparently hasn’t passed City Counsil just yet. The actual document is more of a declaration of intent than a drastic change in policy, which may be why there’s such little press coverage (see Chicago Passes Nation’s First Green Food Resolution).
The last two sentences of the resolution sort of bugs me; focus on the words “encourage” and “promote”. The handful of sites that covered this event all basically agree that there’s really no incentive for anybody to do anything different. It’s not even the beginning of a foundation.
I don’t really want to speculate too much here so we’ll just have to see how this plays out in the next couple of years.
